The U.S. Central Intelligence Agency (CIA) has released a new public video aimed at recruiting potential informants within the Chinese military. This initiative follows a recent purge within China's top military leadership, specifically involving General Zhang Youxia, vice-chairman of the Central Military Commission (CMC), who is reportedly under investigation.
The Recruitment Campaign
The video, depicting a disillusioned mid-level Chinese military officer, is part of an ongoing U.S. campaign to enhance human intelligence gathering on China. A similar effort in May focused on figures within the Chinese Communist Party, providing instructions on how to securely contact U.S. intelligence services.
Leveraging Internal Dynamics
CIA Director John Ratcliffe stated that the agency's videos have reached many Chinese citizens and that it will continue to offer Chinese government officials an opportunity for collaboration. The recently released video, available on the CIA's YouTube channel, appears to leverage the internal political impact of Beijing's sustained anti-corruption efforts within the People's Liberation Army (PLA).
A Message of Disillusionment
According to a fictional officer in the video:
"Anyone with leadership qualities is bound to be subject to suspicion and ruthlessly eliminated."
The CIA has expressed confidence that its online campaigns bypass China's internet restrictions and reach the intended audience, with past videos reportedly reaching millions and inspiring new sources.
Rebuilding and Rivalry
The CIA has increased its investment in counter-China operations, seeking to re-establish its intelligence network after it was significantly compromised between 2010 and 2012. Both U.S. and Chinese officials report active efforts by their respective intelligence agencies to recruit personnel from the other side, contributing to an escalating military and technological rivalry.
