NATO Secretary General Mark Rutte stated that individual European countries are responsible for deciding whether to restart discussions with the Kremlin. This comes almost four years after Russia's invasion of Ukraine led to a cessation of most bilateral contact.

Rutte informed The Moscow Times that he would not advise allies on this matter. He indicated that allies could pursue actions similar to those undertaken by France, noting their close coordination with other allies.
