Western Sydney's Housing Affordability Crisis Deepens as New Developments Halt
Housing affordability in Western Sydney is rapidly decreasing, with residents finding home ownership increasingly difficult due to a severe shortage of affordable apartments. Despite ample available land, developers are consistently halting new apartment projects across the region.
Why Development is Stalling
Industry bodies and economists attribute the slowdown in new apartment developments to several critical factors:
- Mounting Construction Costs: High costs are making projects financially unfeasible, especially in areas west of Parramatta.
- Rising Interest Rates: Recent increases in interest rates are significantly reducing consumer borrowing capacity and making it harder for developers to secure project financing.
- Lack of Feasibility: Developers report a insufficient number of purchasers willing to pay prices that adequately cover the costs of building new apartments in Western Sydney. This economic reality is pushing their focus towards the city's eastern and northern suburbs.
Urban Taskforce Australia CEO Tom Forrest highlighted a concerning disparity, noting 22,000 approvals versus only 11,000 commencements in Western Sydney over the last 12 months.
KPMG urban economist Terry Rawnsley issued a stark warning that this trend could lead to a 'brain drain' from Western Sydney, as residents are progressively priced out of the area.
Developer Pullbacks and Industry Warnings
In a significant move in January, government developer Landcom canceled plans for three housing projects in Western Sydney. These projects would have delivered approximately 1,500 homes, with increased costs cited as the reason for cancellation. This decision has raised considerable concerns within the housing sector.
Mark Bernberg, director at Ray White Projects, indicated that persistently high construction costs and ongoing regulatory hurdles continue to deter developers, many of whom are currently facing financial difficulties.
Government's Response
The Minns government states it is implementing several measures aimed at stimulating housing construction. One key initiative is the Pre-sale Finance Guarantee scheme, which allows the government to act as a guarantor for eligible housing projects, thereby assisting developers in securing crucial finance.
NSW Planning Minister Paul Scully affirmed that the government is actively working to rebalance housing, promote infill development, and reduce planning delays to support housing growth across Sydney. Over 10,000 homes in Western Sydney have been declared 'state significant' by the Housing Delivery Authority, signalling a concentrated effort to accelerate their development.
