Xi-Kim Summit
CCP General Secretary Xi Jinping visited Pyongyang from June 8 to 9 for talks with WPK General Secretary Kim Jong Un. Xi stated that the two countries should strengthen strategic coordination and safeguard each other's sovereignty, security, and development interests.
The official readouts did not mention denuclearization.
North Korea commonly frames its nuclear program as a matter of sovereignty.
North Korean Nuclear Expansion
North Korean state media released images on June 4 of Kim Jong Un inspecting a new nuclear material production plant, the third such facility officially revealed. Kim stated that North Korea had doubled its nuclear weapons production capacity since 2021.
Analysts assess that expanded fissile material production supports North Korea's efforts to develop a more survivable nuclear arsenal.
South Korean Elections
South Korea's ruling Democratic Party won 12 of 16 mayoral and gubernatorial races in the June 3 local elections and secured nine seats in National Assembly by-elections. The opposition People Power Party won four gubernatorial races and four by-election seats.
President Lee Jae Myung stated he would respect the election results. The outcome consolidates DP control over local governments and parliament.
Inter-Korean Relations
South Korea's Ministry of Unification proposed reviving the Greater Tumen Initiative and a four-party dialogue including the US and China to engage North Korea.
North Korea is independently developing the Tumen River area with Russia and China, bypassing South Korea. A new road bridge across the Tumen River between Russia and North Korea is set to open on June 19.
North Korean Military Developments
Kim Jong Un inspected the Choe Hyon-class destroyer Kang Kon on June 6 and expressed hope for its rapid commissioning. Kim also mentioned development of a 10,000-ton destroyer and underwater weapons.
North Korea is expanding its surface fleet to enhance its nuclear deterrent.
North Korean Foreign Relations
North Korea is expanding trade with Belarus. Belarusian President Lukashenko asked Russia's Primorsky Krai governor to mediate trade between Belarus and North Korea.
Russian Deputy Foreign Minister Rudenko and Chinese Special Representative Liu Xiaoming met on June 1, stating that sanctions and pressure on North Korea are unacceptable.
Counter-North Korean Coalition Building
South Korea and the US held first working-level consultations on South Korea's development of a nuclear-powered attack submarine, including fuel sourcing. The US delegation also discussed cooperation on Strait of Hormuz freedom of navigation.
The USFK commander's remarks about South Korea as a "dagger" prompted Chinese criticism, framing the issue as a matter of South Korean sovereignty.
