Within 30 days, the Committee on National Security Systems, the Secretary of War, and the Secretary of Homeland Security (via CISA) are directed to prioritize the cyber defense of:

- Department of War systems

CISA will release binding directives, expand AI-enabled defensive tools, and facilitate access to cybersecurity services.
AI Cybersecurity Clearinghouse
Within 30 days, the Treasury Secretary, in consultation with other officials, will form an AI cybersecurity clearinghouse. This body will coordinate vulnerability scanning, discovery, and remediation efforts across government agencies.
Federal Grant Funding
Within 30 days, the OMB Director will assess whether federal grants can be used to fund advanced AI vulnerability detection development.
Hiring Pathways
Within 60 days, the Office of Personnel Management will expand cybersecurity specialist hiring and placement pathways to bolster the federal cyber workforce.
Secure Frontier Model Deployment
Within 60 days, specified officials will:
- Develop a classified benchmarking process to assess AI model cyber capabilities
- Designate "covered frontier models"
- Create a voluntary framework for developers to engage the government on model designation
- Provide pre-release access for up to 30 days
- Collaborate on selecting trusted partners for testing
The order explicitly states this does not authorize mandatory governmental licensing.
Protection Against Criminal Actors
The Attorney General will prioritize enforcement of federal laws against unauthorized computer access or damage using AI, including when AI is used as a tool for subsequent crimes.
General Provisions
The order does not impair existing legal authorities, shall be implemented subject to appropriations, and does not create enforceable private rights. Publication costs for the order are to be borne by the Department of War.
