Attorney General Reviews ‘Unduly Lenient’ Life Sentence for Murderer

Attorney General Richard Hermer KC has launched a review into the sentence handed to murderer Vickrum Digwa under the unduly lenient sentence (ULS) scheme. The review was prompted by "multiple requests" from the public and legal observers.

Digwa was sentenced to life in prison with a minimum term of 21 years for the murder of Henry Nowak.

The attorney general's office has a strict 28-day window from the date of sentencing to decide whether to refer the case to the Court of Appeal.

The decision to refer will depend on a high legal threshold. The Court of Appeal only accepts reviews if the original sentence is deemed to fall "outside what is reasonably appropriate" and if the case is considered "exceptional."
