The Death of Norman Lee: A Case of Severe Neglect and Abuse
Norman Lee, a 90-year-old retired mechanical engineer with advanced dementia, died at Christchurch Hospital on July 9, 2020, after being subjected to severe neglect and financial abuse in his own home.
Findings of the Coroner
A coroner’s report detailed the conditions discovered by police during a search warrant on June 23, 2020. Officers found Lee locked inside a darkened bedroom with a deadbolt on the outside. A black sheet was secured over the taped-shut window, leaving the room damp, cold, and unventilated. Light switches were taped off.

Timeline and Evidence
CCTV footage showed Lee was regularly locked in for up to 16 hours, often from 5 pm to 9 or 10 am the next morning. He was recorded knocking and calling for help for up to an hour, with no response from other occupants.
Perpetrators and Legal Outcome
In 2022, David Lee (son) and a partner (identified as "C") were convicted of multiple offenses, including failing to provide the necessities of life and keeping a vulnerable adult in unhealthy conditions.
David Lee also pleaded guilty to assault, forgery, and 32 counts of theft, having stolen NZ$216,000 from his parents.
The sentencing judge stated David Lee's motivation was to maintain access to money, which was spent on holidays, vehicles, and entertainment systems. David Lee received six years' imprisonment; C was sentenced to 22 months after an appeal. In June 2024, David Lee told the Parole Board that "torture" was an appropriate description of his father's treatment.
Institutional Failures
Investigations by Health New Zealand and the Health and Disability Commissioner (HDC) found that a senior social worker, M, visited the home on June 19, 2020, and was shown the cameras and wetsuit. M documented that she believed the couple had "the best intentions to keep Norm safe" and later leaked a confidential plan by Lee's daughter to remove him.
The HDC concluded M made a "serious error of judgement." M's employment ended, and she has since retired.
The HDC also criticized four daily home carers from Healthcare NZ who did not escalate concerns about the padlock, wetsuit, or cameras. Both health organizations have implemented systemic updates.
Cause of Death
A forensic pathologist stated that Lee's death from pneumonia and severe cardiovascular disease was not definitively linked to neglect, but the conditions almost certainly increased his frailty, exacerbated dementia, and elevated pneumonia risk.
Coroner's Determination
Coroner M Borrowdale ruled the inquiry would not be resumed, stating that prior criminal and agency investigations sufficiently established the circumstances.
