Experts and officials warn that undocumented immigrants are easy targets for individuals impersonating ICE agents, due to language barriers and fear of deportation. Cases reported in 2025 include robberies, assaults, and rapes—yet prosecution has been exceedingly rare.

Philadelphia, June 8, 2025
An armed man claiming to be an ICE agent entered a business, zip-tied a cashier, stole $1,000, and fled. He was arrested and charged with federal impersonation of an ICE agent—one of only two such charges nationwide in 2025.
South Carolina, January 2025
A man impersonating an ICE agent threatened landscaping workers, taking their keys and a phone. He pleaded guilty to impersonating an officer and breach of peace, receiving three years' probation and 200 hours of community service.

Philadelphia DA Larry Krasner noted that such cases were not seen in the city prior to 2025. He added that witness reluctance due to fear of deportation makes public safety work more difficult.
Philadelphia City Council minority leader Kendra Brooks contrasted strict identification requirements for city workers with the lack of such rules for federal agents.
Underreporting Challenges
