Damage to WHO Office in Kyiv
The World Health Organization (WHO) reported that its office in Kyiv was damaged by debris from Russian strikes, affecting windows on the third floor. According to WHO Director-General Tedros Adhanom Ghebreyesus, no injuries occurred. The building also houses other UN agencies.

International Reactions
German Foreign Minister Johann Wadephul joined French President Emmanuel Macron in condemning the Russian attacks. Wadephul described the use of an Oreshnik ballistic missile as "another escalation." UK Foreign Secretary Yvette Cooper stated that "Moscow’s escalating assault on Ukrainian civilians betrays its weakness" and described the scenes in Kyiv as "awful."
Macron's Warning to Lukashenko
According to a source close to Macron, the French president warned Belarusian leader Alexander Lukashenko against involvement in Russia's war in Ukraine. The warning came during their first reported phone call since February 2022.
Macron "stressed the risks for Belarus of allowing itself to be drawn into Russia’s war of aggression against Ukraine" and urged Lukashenko to improve relations between Belarus and Europe.
