Hazardous Materials Incident in Garden Grove Prompts Major Emergency Response

A hazardous materials incident involving methyl methacrylate has occurred in Garden Grove, Orange County. In response, a Presidential Emergency Declaration has been authorized, and the State of California has deployed over 785 emergency personnel. Multiple government agencies are now coordinating protective measures, including evacuations and sheltering.

Federal Response

A Presidential Emergency Declaration has been issued for the incident, authorizing the Federal Emergency Management Agency (FEMA) to assist state and local governments in Orange County.

The declaration covers immediate, life-saving and life-sustaining actions, including evacuations, sheltering, and emergency medical support. FEMA can deploy direct federal assistance, such as personnel, specialized equipment, and technical support, to supplement the local response. Federal cost-share support is provided for these protective measures, covering overtime, equipment, and emergency actions by local agencies.

This Emergency Declaration differs from a Presidential Major Disaster Declaration. Emergency declarations are issued before or during an incident and prioritize short-term response and life safety. Major disaster declarations are approved after post-incident damage assessments and unlock broader long-term recovery programs and individual assistance, which are not included in this request but may be sought later.

State of California Response

On Friday, Governor Gavin Newsom declared a State of Emergency for Orange County. The California Governor's Office of Emergency Services (Cal OES) is coordinating with local partners to support the hazardous materials response operation. Cal OES's stated role is to coordinate resources, share information, and ensure local responders have the necessary resources.

The state has taken the following actions:

  • Activated the State Operations Center and deployed mutual aid resources.
  • Deployed over 785 first responders and emergency personnel, including firefighters, law enforcement officers, hazardous materials experts, public health officials, transportation crews, environmental scientists, and emergency coordinators.
  • Pre-positioned emergency personnel and staged critical supplies and equipment in the region.
  • Coordinated with Orange County officials to support evacuations, traffic management, and public information.
  • Provided public health information on methyl methacrylate impacts.
  • Engaged state agencies to ensure continuity of essential services and infrastructure protection.

Public Guidance

Residents are advised to follow local officials' evacuation instructions. Evacuation orders are in place; those told to evacuate should not wait.

Individuals outside evacuation zones do not need to take additional precautions at this time. The public is advised to stay away from the incident area and not to attempt to observe response operations in person.

Residents are encouraged to check on neighbors, older adults, and others who may need assistance with transportation, sheltering, or medical support.
