Doreen RSL Granted Exclusive Use of Room at Brookwood Community Centre

The City of Whittlesea Council has voted to endorse a proposal granting the Doreen RSL sub-branch exclusive use of one of two main rooms at the Brookwood Community Centre, while imposing strict conditions on its operations.

The RSL will not be allowed to sell alcohol, serve food, establish an outdoor smoking area, or broadcast sport on TV screens under the proposal.

The decision was made at a council meeting on April 21, 2026. Three other options were rejected: full use of the centre, partial use with alcohol sales, and no exclusive access.

Community consultation is open until May 31, with a final decision expected at a council meeting on July 21.

Background

The Doreen RSL was established in 2017 and has been seeking a permanent venue. Currently, the sub-branch meets informally at a cafe and a local sporting club.

The federal Labor government allocated $1.6 million to the sub-branch in 2025 for establishing a permanent home at the Brookwood centre.

About 11 community groups regularly use the centre, including a church, dance schools, and exercise classes.

Reactions and Concerns

Doreen RSL president Wes Wridgway expressed concern that without a permanent home, the sub-branch could fold.

Local federal MP Rob Mitchell criticized the council's decision, stating it "sets the RSL up to fail."

Doreen Baptist Church pastor John Edmonds said the church would have no other venue options, potentially forcing it to become a home church.

Laurimar Calisthenics College principal Donna Tieman said losing access to both rooms would make her club unviable.

Dance Power owner Lola Nikolaou said the school would need to find a new studio space.

Council's Position

Whittlesea Mayor Lawrie Cox said the council's preferred option aims to meet the needs of both the RSL and the wider community through shared use.
