City of Perth Council on Notice Over Governance Failures

Local Government Inspector Tony Brown has issued a formal warning to the City of Perth council, demanding immediate improvement in governance, behaviour, and relationships with administration.

"The council must improve their understanding of roles, conduct, and decision-making processes; failure to do so may result in an inquiry that ratepayers should not have to endure again." — Tony Brown

The monitor assignment will conclude on June 19, 2026, by which time the council must demonstrate clear improvement. Failure to comply could trigger a local government inspector inquiry, potentially leading to the dismissal of the council or individual elected members.

Council Response

Lord Mayor Bruce Reynolds has acknowledged the gravity of the situation.

"The council takes the notice seriously and is committed to strong governance, professional relationships, and effective decision-making."

Interim arrangements have already been implemented to address the issues.

Government Warnings

Minister Hannah Beazley described the City of Perth's conduct as unacceptable, adding that amalgamations are now back on the table as "local government requires a reset."

Minister John Carey urged councillors to stop infighting and work together, suggesting a possible merger with the City of Vincent.

Background

  • A local government monitor was appointed in January 2026 following a complete breakdown in the relationship between elected members and administration.
  • This is not the council's first crisis — an inquiry was held three to four years ago.
  • A rift between Lord Mayor Bruce Reynolds and CEO Michelle Reynolds was documented in confidential letters sent to councillors in December.
  • CEO Michelle Reynolds is currently on leave following a closed meeting.
