Remains of Missing Texas Boy Noel Rodriguez-Alvarez Found; Mother Faces Capital Murder Charge

Human remains recovered during a search of a property in Everman, Texas, on Wednesday have been identified as belonging to six-year-old Noel Rodriguez-Alvarez.

The Tarrant County District Attorney’s Office confirmed the identification on Friday. Noel’s mother, Cindy Rodriguez Singh, has been charged with capital murder of a person under 10 years of age.

Discovery of Remains

Law enforcement excavated the former residence of Noel Rodriguez-Alvarez and recovered human remains on Wednesday. The identification was confirmed by the Tarrant County District Attorney’s Office on Friday.

The property is located in Everman, a suburb of Dallas. Everman City Manager Craig Spencer stated that details of the search cannot be released at this time.

Background and Timeline

Noel was last seen alive in October 2022, following the birth of his twin siblings. Authorities conducted a welfare check in March 2023. During that check, Rodriguez Singh reportedly informed officers that Noel was living with his biological father in Mexico. Other reports state she claimed Noel had been sold.

Days after the welfare check, Rodriguez Singh and her husband fled to India. According to detectives, the husband allegedly stole $10,000 and disposed of a body wrapped in a carpet.

Charges and Legal Proceedings

Cindy Rodriguez Singh was charged with capital murder of a person under 10 years of age in October 2023. She was named an FBI Top 10 Most Wanted fugitive before her arrest in August 2025.

In April 2025, a court found her incompetent to stand trial and ordered her to a state hospital for competency restoration. District Attorney Phil Sorrells stated that a psychologist believes she will regain competency in the foreseeable future, and she is expected to stand trial once her competency is restored.

Investigative Details

Detectives have alleged that Rodriguez Singh expressed a belief that Noel was “evil” and “possessed,” and used that belief to justify abuse and neglect.

Reports indicate Noel was born prematurely with developmental delays. An altar to the Mexican folk deity “Santa Muerte” was reportedly found in the home.

The investigation is ongoing.
