NSW introduces mandatory high-visibility gear and protective gloves for learner and provisional motorcycle riders from July 2026

From July 1, 2026, learner motorcycle riders in New South Wales must wear approved high-visibility vests or jackets and protective gloves complying with European safety standards.

Background

The government reported 68 motorcycle rider and passenger deaths in NSW in 2024, a 34% increase from the previous year. Motorcyclists are 34 times more likely to die in a crash than other road users, and learner riders are over seven times more likely to be killed than fully licensed riders. Motorcycles account for just 3.8% of registered vehicles but 20% of road deaths.

Statement from the NSW Government

According to the NSW Government, the high-visibility requirement is intended to make riders more visible to other road users, reducing crash risk.

The reforms also include longer pre-learner training courses, expanded online learning, additional knowledge testing, and group on-road coaching—to be introduced progressively over several years.
