ADFA Cadet Granted Bail Amidst Extensive Filming Allegations

Canberra, ACT – A 20-year-old Australian Defence Force Academy (ADFA) cadet, Tain Stephens, has been granted bail in the ACT Magistrates Court today after facing charges related to the alleged secret filming of women.

The Allegations

Stephens faces five counts of capturing intimate visual data. The prosecution alleges he hid a camera inside a soap dispenser in an ADFA bathroom to record women's breasts.

Prosecutor Emma Bayliss described the operation as "calculated and premeditated" and "highly sophisticated," citing the discovery of a wireless transmitter, camera, SD card, and power bank.

"The investigation is in its early stages; further charges may be laid as files are reviewed."

Police allege that 17 soap dispensers across the campus were interfered with in the same manner, though only one recording device was found. During a search, Australian Federal Police seized two additional recording devices from his room and vehicle. The prosecution alleges approximately 40,000 files were identified across the devices.

Court Proceedings

The court heard that Stephens was investigated by military police between January and March 2025 and was confronted by another cadet in October 2025. When approached before his arrest, he was found hiding in a "waste cupboard." He also provided two incorrect passcodes for the seized devices.

Defense Arguments

Stephens' defense lawyer conceded the allegations were concerning but proposed strict bail conditions, including house arrest at his parents' home in Ipswich, Queensland. The defense noted that Stephens has no criminal history and that time on remand could exceed any sentence if convicted. His father drove from Queensland to support him and is willing to supervise him.

Bail Decision

Special Magistrate Lucinda Wilson described the case as a "borderline case" but found in favor of bail, citing Stephens's age, lack of criminal history, and strong family support.

"Part of this could come down to maturity," she stated, noting the defendant turned 20 recently.

Bail conditions include:

  • Reside with parents and remain home unless accompanied.
  • Surrender his passport.
  • No use of devices capable of recording or internet access.
  • Stay 100 meters from ADFA, alleged victims, and international departure points.

ADF Statement

A spokesperson confirmed that ACT Policing is investigating the matter at ADFA. The individual has been issued a Notice of Suspension from the Australian Defence Force. Additional support resources have been made available to ADFA personnel.

The case returns to court in July.
