OPP Appeals Five-Year Sentence for Deadly Strathmerton Crash
The Office of Public Prosecutions (OPP) has appealed the five-year sentence imposed on Christopher Dillon Joannidis, who caused the deaths of five people in a crash at the intersection of the Murray Valley Highway and Laubuan Road in Strathmerton, Victoria, on April 21, 2023. The appeal was heard in the Victorian Court of Appeal in March 2025.
The Crash
Joannidis, 32, ignored multiple road signs and drove through the intersection, hitting a ute, which was then struck by a milk tanker. The crash killed:
- Debbie Markey, 62
- Pin-Yu Wang, an overseas worker from Hong Kong
- Hsin-Yu Chen, an overseas worker from Hong Kong
- Wai-Yan Lam, an overseas worker from Taiwan
- Zih-Yao Chen, an overseas worker from Taiwan
The Sentence and Appeal
In 2023, Joannidis was sentenced to a minimum of three years and a maximum of five years for dangerous driving causing death.
The OPP appealed on the ground of "manifest inadequacy," arguing the sentence failed to reflect the seriousness of the offending and the loss of five lives. The OPP noted that Joannidis had been warned by police about the risks at that intersection shortly before the crash.

Intersection Warnings
The intersection had seven warning mechanisms, including three sets of rumble strips, yet Joannidis drove through without stopping.
