Flinders Pier restoration falls short of full reconstruction commitment

Flinders Pier Restoration: Full Length Rebuild Paused

Parks Victoria has confirmed that the full length of Flinders Pier will not be rebuilt at this stage. Restoration work began in late 2025 as part of an $18 million state commitment to restore historic piers across Victoria.

The state government had previously announced that restoration of the pier's inner timber section and lower landings would be completed by mid-2026. However, contractors have encountered more significant deterioration than initially expected.

"The timber crossheads, beams and piles on the pier are more deteriorated than previously anticipated, which is why we will rebuild the timber inner section completely, rather than just repair it," said Sarah Auld, Parks Victoria's maritime and waterways director.

Background and Significance

Originally built in the 1860s and most recently replaced in 1970, Flinders Pier is more than just infrastructure. The site provides critical habitat for the endangered weedy sea dragon—Victoria's marine emblem—as well as bluethroat wrasse and smooth stingrays.

The pier's ecological importance gained international attention in 2021 when British naturalist Sir David Attenborough wrote to the Save Flinders Pier campaign chair, Charles Reis, expressing support for protecting the structure. Two years later, the state government committed to saving the pier, allocating just over $1.5 million for immediate repairs to its timber section.

Current Status of the Works

Work is currently progressing on the site. The first 180 meters of the inner timber section has been removed, and two rows of piles have been joined with crossbeams. Decking has not yet been installed.

Parks Victoria will install a balustrade along the edge of the concrete pier built in 2011. Some of the inner timber section will be rebuilt, and the agency expects to open it to the community once this work is complete.

Work on the lower landings is scheduled for completion this month.

Community Reaction

The decision not to proceed with a full-length rebuild has drawn a strong response from local advocates.

Save Flinders Pier campaign chair Charles Reis stated that the community is angry and puzzled about why the works would not be completed as initially expected.

Despite this, Parks Victoria maintains that work is continuing on the timber inner section as planned, adapting to the challenging conditions discovered during the restoration process.
