Philadelphia Parking Garage Collapse: One Dead, Two Missing
A partially constructed parking garage in Philadelphia collapsed on Wednesday afternoon, resulting in one fatality and two individuals unaccounted for. Rescue operations are ongoing as officials work to stabilize the unsafe structure and investigate the cause of the incident.
Incident Details
The partial collapse occurred just after 2 p.m. on Wednesday on the 3000 block of Grays Ferry Avenue in the Grays Ferry section of Philadelphia. The structure was a seven-level parking garage under construction.
Philadelphia Mayor Cherelle Parker stated that a precast roof segment failed and fell, initiating what she described as a progressive collapse across all seven levels of the building.
Doorbell video from the area captured the structure collapsing floor by floor.
Casualties and Rescue
Emergency crews rescued three people from the scene. One individual was transported to a hospital and later pronounced deceased. The two other rescued persons were treated and released.
Two individuals remain unaccounted for following the collapse. Philadelphia Fire Commissioner Jeffrey Thompson reported that the remaining structure is unstable, necessitating a careful deconstruction and delayering process to safely search for those missing.
Search efforts are concentrated on the lower levels of the garage, specifically a stairwell. Mayor Parker stated that rescue efforts would continue without rest until all individuals are accounted for. The operation is expected to extend through Thursday.
The office of Pennsylvania Governor Josh Shapiro is supporting the local rescue effort.
Investigation
The Occupational Safety and Health Administration (OSHA) will lead the federal investigation into the collapse. OSHA personnel are on site, and the inquiry is expected to take at least six months.
The investigation will review prefabricated materials, concrete pours, and adherence to engineering specifications.
Mayor Parker confirmed that all required permits for the project were properly issued and that inspections were current. The general contractor for the project is HSC Builders. A subcontractor, Precast Services Inc., was installing precast concrete floor decking and roof segments at the time of the collapse.
Project and Site Information
The parking garage is owned by the Children's Hospital of Philadelphia (CHOP) and was intended to expand employee parking. CHOP released a statement indicating its priority is the safety of the construction workers and that it is cooperating with city officials and construction partners.
Earlier in the year, the project had drawn protests from some community groups concerned about increased traffic congestion and potential environmental impacts.
Public Impact
Authorities have closed Grays Ferry Avenue between 29th and 33rd streets. A nearby shopping plaza is also closed. City officials have urged the public to avoid the area to allow emergency operations to proceed safely.
