Instagram and MPA Reach Agreement on PG-13 Rating References

Instagram and the Motion Picture Association (MPA) have finalized an agreement to modify Instagram's references to the PG-13 rating. Starting April 15, Instagram will significantly reduce its use of the PG-13 rating terminology and include a disclaimer clarifying the distinction between the MPA's film rating system and Instagram's content moderation tools.

Background to the Dispute

In late 2023, Instagram announced that its teen accounts would be "guided by" the PG-13 rating criteria. The MPA strongly opposed this move, subsequently sending a cease and desist letter to Meta, stating that Instagram's use of PG-13 was "false and highly misleading." The MPA maintains close protection over its trademarked film ratings system, which has been established for nearly 60 years.

Following the legal communication, Meta initially adjusted its language to "inspired by movie ratings for ages 13+" and introduced a preliminary disclaimer. The recently announced resolution formalizes these previous changes, bringing the dispute to a close.

The agreement clearly distinguishes the MPA's film ratings from Instagram's content moderation tools for Teen Accounts. Mr. Rivkin emphasized the importance of ensuring parents do not conflate the two distinct systems, highlighting the trust the MPA has built with parents over decades.

Meta Spokesperson:

Meta expressed satisfaction with the agreement, stating that the company aimed to assist parents in understanding their teen content policies by drawing inspiration from a familiar framework. The spokesperson noted that while Instagram's underlying content policies remain unchanged, Meta has incorporated the MPA's feedback regarding how this work is communicated.

Key Details of the New Disclaimer

The new disclaimer, effective April 15, will inform users of several crucial points:

  • Instagram did not collaborate with the MPA to update its content settings.
  • The MPA is not involved in rating content on Instagram, nor does it endorse or approve Instagram's content settings.
  • Instagram's content moderation systems are not equivalent to a movie ratings board, and therefore, the user experience may differ.
