Allegations Against Former Employee Ross

R., another incarcerated woman, reported engaging in sexual relationships with two prison employees between 2022 and 2023: Jeff Smith, her supervisor, and a second unnamed staff member. She initially sought encounters with Smith but later felt unable to end the relationship due to his position of authority.

R. also alleged that the second employee touched her breasts, grabbed her crotch, and had her place her hand on his penis in a tool room. She stated she performed oral sex on this employee.

Official Responses and Disputed Transfer

Smith denied the allegations, stating he was cleared by investigations from his employing agency and the Department of Justice Office of the Inspector General.

After reporting these allegations to prison officials, R. was transferred to a federal detention center in Houston. She viewed this transfer as retaliation for her disclosures. However, Bureau of Prisons documents state she was moved due to contraband vapes and her confession of involvement, which she denies. Both Smith and the second employee reportedly remain employed at the prison.
