Shamkhani had been a significant figure in the Iranian power structure for decades. He served as the country's top national security official for a decade starting in 2013 and held various important roles, including within the IRGC and the Ministry of Defense. He was once a presidential candidate in 2001 and was recognized in foreign-policy circles in Washington and Europe.
Shamkhani represented Iran in China-brokered talks with Saudi officials, which resulted in the re-establishment of diplomatic ties. Although reportedly killed in Israeli strikes last June, he survived and returned to a key position with the Defense Council late last year. He was replaced in mid-2023 but continued to serve as a close aide to the supreme leader, providing advice as Iran engaged in nuclear talks with the US administration.

Major General Mohammad Pakpour was promoted to lead the IRGC after the death of his predecessor, Hossein Salami, during a conflict last year. He joined the IRGC shortly after its formation following the 1979 Islamic revolution and rose to become the head of the IRGC Ground Forces before his elevation to the top position.
