Incumbent Representative Valerie Foushee holds a narrow lead over challenger Nida Allam in North Carolina's 4th Congressional District Democratic primary. With 99% of results reported, Foushee leads by just over 1,000 votes, according to the Associated Press.

The outcome remains pending as provisional ballots await tabulation, and state law allows for a recount request if the final margin falls within 1%.

Candidates and Context

Representative Valerie Foushee, 69, is seeking her third term in Congress. She co-chairs a House Democrats committee on Artificial Intelligence. Her challenger, Nida Allam, 32, is a Durham County Commissioner campaigning as a progressive alternative. Allam's platform emphasizes generational change within the Democratic Party and addressing affordability concerns for working-class residents.

This primary marks the second time Foushee and Allam have competed, following their initial matchup in 2022.

Key Policy Differences

The candidates' platforms diverged on several key issues.

  • Immigration Enforcement: Allam advocates for abolishing U.S. Immigration and Customs Enforcement (ICE) and taking stronger positions against immigration enforcement. Foushee supports defunding ICE and implementing broader federal immigration system reforms, having sponsored legislation to hold the agency accountable for what she has called "profound abuse of power."
  • U.S. Policy Towards Israel and Gaza: Allam has expressed opposition to Israel's actions in Gaza and declined donations from pro-Israel lobbying groups like AIPAC. She has criticized Foushee for previously accepting such funds. Foushee co-sponsored the "Block the Bombs Act" in August of the previous year, which aims to ban the sale of offensive weapons to Israel. She also stated that she would not accept AIPAC contributions in this election cycle, after having received donations and participated in trips funded by the group in past campaigns.
  • Artificial Intelligence (AI) Data Centers: Allam supports a national moratorium on new AI data center construction. Foushee, who co-chairs a House Democrats' committee on AI, believes decisions regarding data centers are best left to local authorities.

The primary has attracted significant financial contributions from external political action committees (PACs) and donors nationwide. The total outside spending for this cycle is reported to exceed $4.4 million, surpassing the record $3.8 million seen in their 2022 primary contest.

  • Support for Allam: She is endorsed by Senator Bernie Sanders and progressive organizations such as Justice Democrats. Her campaign has received substantial external advertising expenditures, including over $500,000 from American Priorities PAC, which focuses on reducing military aid to Israel, and over $270,000 from Leaders We Deserve.
  • Support for Foushee: She has received endorsements from numerous North Carolina Democratic officials, including Governor Josh Stein and former Governor Roy Cooper. A group linked to the AI company Anthropic has contributed over $1 million to Foushee's campaign.
