PolitiFact's MAGA-Meter: Tracking Trump's Second-Term Promises

PolitiFact is monitoring 75 of Donald Trump's second-term campaign promises through its MAGA-Meter. The system assigns one of five ratings to each promise: Stalled, In the Works, Promise Kept, Promise Broken, and Compromise.

These evaluations are strictly based on measurable outcomes, not on intentions or efforts.

Promises Kept (Approximately 19%)

Approximately 19% of Donald Trump's second-term promises have been kept. Notable fulfilled pledges include:

Pardoning January 6 Defendants

Trump pardoned defendants involved in the January 6, 2021, U.S. Capitol assault on his first day in office.

Extending 2017 Tax Cuts

He signed an extension of his 2017 tax cuts into law in July 2025.

Saving TikTok

Measures to "save TikTok" were implemented, culminating in the app announcing a new venture involving U.S. investors in January.

Compromise (3 Promises, All Tax-Related)

Three of Trump's campaign promises have reached a Compromise status, all of which are related to tax policy.

Social Security Tax Break

Regarding the pledge to end taxes on Social Security for beneficiaries, the 2025 tax law introduced a notable tax break for individuals over 65. However, this measure is not comprehensive: it does not cover all Social Security recipients and does not entirely eliminate the tax. Furthermore, this tax break is scheduled to expire in 2028.

In the Works (Approximately 45%)

About 45% of Trump's promises are currently "In the Works," indicating ongoing efforts but no final outcome.

Concealed Carry Reciprocity

House Republicans have introduced legislation to enforce concealed carry reciprocity. This bill still needs to advance through further legislative stages to become law. While many U.S. states already have agreements for recognizing out-of-state concealed carry permits, some currently do not.

Revoking DEI Initiatives

Efforts to revoke Diversity, Equity, and Inclusion (DEI) initiatives have extended to universities and impacted funding for local transportation infrastructure. However, some executive orders aimed at curtailing government DEI use have encountered reversals, modifications, or court blocks, leaving the lasting effect on institutions uncertain.

Promise Broken (1 Promise)

One significant promise made by Donald Trump has been definitively categorized as "Promise Broken."

Ending the Ukraine-Russia War

The pledge to stop the Ukraine-Russia war within 24 hours has not been fulfilled. Despite meetings with both Russian President Vladimir Putin and Ukrainian President Volodymyr Zelenskyy, a peace deal has not been established. U.S.-brokered talks held in Geneva in mid-February also did not lead to a resolution.

Stalled (Approximately 31%)

Approximately 31% of Trump's second-term promises remain "Stalled." This includes pledges facing legislative hurdles or lacking significant progress.

Proof of Citizenship for Voting

The promise to require proof of citizenship to vote remains stalled. While the SAVE America Act, passed by House Republicans, aims to alter federal voter registration requirements, it faces significant obstacles in the Senate.

Price Reduction for Everyday Goods

Despite some decreases in prices for certain items like gasoline and some groceries, the overall cost of many goods and services, including groceries, electricity, housing, and medical care, is currently higher than when Trump assumed office.

Approximately one-third of Trump's promises have stalled due to a range of factors, including inaction in Congress, judicial roadblocks (such as rulings by the U.S. Supreme Court on tariff powers), or a lack of White House initiative.

Broader Agenda Highlights

Beyond the specific promises tracked, Donald Trump's broader agenda has also encompassed several other significant proposals:

  • The largest domestic deportation operation in history.
  • Reducing grocery prices.
  • Shutting down the Education Department.
  • Instituting a temporary cap on credit card interest rates.
  • Promoting research into flying cars.
